No need for liquid unless you are computing in the Sahara.
Just invest in a good air cooler.
But if the price is that close then I just say go with the build.
It's a bit of a hassle to build on your own unless you have done a few.

Look elim vs. reg shouldn't even be a vote, there are are literally dozens of elim games out there, you will be competing against all those servers for people.
