I'm not sure where you're getting the idea that SOPA has anything to do with porn. Sure, it could and will be used to censor some websites, but that's not its major purpose. Porn sites won't suffer too much, unless they are using stuff that they don't own the copyright to.
One of the main problems with SOPA, from what I see, is that it makes site owners responsible for content that users post. For example, if you post a video to youtube and use a song in it that you don't own the rights to, google takes the responsibility for that if it gets reported. If someone were to come on these forums and post images/video/music that they don't own the rights to, I'd be the one that got in trouble.
This could easily be used maliciously. If someone wanted to get a site taken down, they could essentially spam their forums and/or comments sections with copyrighted material. As we've seen with youtube, big companies are currently able to get individual videos taken down by claiming that they own the rights to the music or the video itself (and in some cases they don't own either). But this wouldn't just affect individual pages or videos, it would affect the whole site.

Sure, I can ban a range of IPs if you want me to. Although, I doubt you can use any government computer.
And I bet they'd love to hear about someone utilizing their network and computers in such a fashion. I'm pretty sure they've got some clear cut personal use rules.
